PEORIA COUNTY (Heart of Illinois ABC) - The 17-year-old driver of a vehicle involved in a crash that killed 15-year-old Mia Dusek on February 27 has been charged.

That teen - Clayton Bell - is being charged with aggravated DUI and reckless homicide, according to a release from Peoria County State’s Attorney Jodi Hoos.

He was given a $10,000 personal recognizance bond which allows him to remain out of custody under conditions that he report to the probation office, not possess or consume alcohol or illegal drugs and submit to random testing.

According to the facts presented in court, officers were dispatched to 6700 W. Pfieffer Road for a Ford Focus found resting on its top.

Officers discovered four people had been in the car with the passengers saying they had been trying to “catch air” and had been filming the incident.

They said they were going around 80 mph with video obtained by police supporting what the witnesses said.

During the investigation, it was discovered that Bell had been drinking at a party earlier and that a blood draw showed a B.A.C of .14.

The legal limit is .08.

According to the release, an accident reconstructionist estimated the speed to be between 75-83 mph.

The maximum speed for that area is 35 mph.
